§ 9-10 Four Levels of Conservation.
   In order to implement a water conservation program appropriate to the needs of the utility and its users, the following levels of conservation are established:
   (a)   Level 1—Voluntary Conservation.
   (b)   Level 2—Restricted Water Use.
   (c)   Level 3—Prohibited Water Use.
   (d)   Level 4—Water Rationing.
