§ 8-68 Telephone Wires in Street.
   (a)   All telephone companies are authorized and empowered to lay their wires, appliances, conduit and cables under the surface of all streets and alleys, wherein they are authorized to operate.
   (b)   Should any telephone company hereafter avail itself of the provisions of this section the wires, appliances, conduits and cables shall be so placed under the surface of the street and alleys so as not to interfere with the free use of the street, or with the free enjoyment of the property abutting on the streets and alleys. The company shall leave the streets and alleys in as good condition and repair as they were prior to the placing of the wires, etc., thereon.
