§ 8-48 Limited Parking Areas.
   (a)   Three-hour parking zones between the hours of 6:00 a.m. and 5:00 p.m., Monday through Saturday only, are established in the following parking lots:
      (1)   Reserved.
      (2)   Reserved.
      (3)   The Monon Trail parking lot abutting 2nd Avenue S.W. from 1st Street S.W. south to 2nd Street S.W.
      (4)   Reserved.
      (5)   To the extent the same is not otherwise contractually addressed by the City, the parking lot located behind the Old Town Shops, the same being generally north of 1st Street N.E., west of 1st Avenue S.E., south of the east-west alley which is located approximately halfway between Main Street and 1st Street S.E., and east of the north-south alley which is located approximately halfway between 1st Street S.E. and Rangeline Road, the same being primarily located on Tax Parcels 16-10-30-03-01-008.000 and 16-10-30-03-01-007.000 and directly east of the properties with the addresses of 31 and 41 South Rangeline Road, respectively.
      (6)   The parking lot located on the west side of Rangeline Road and generally bounded on the south by the building located at 240 South Rangeline Road, on the east by Rangeline Road, on the west by the property with the address of 231 1st Avenue S.W., and on the north by the building located at 200 South Range Line Road.
      (7)   The parking lot located behind the buildings on the south side of Main Street between 1st Avenue S.W. and Rangeline Road, which lot is generally north of the east-west alley located approximately halfway between 1st Street S.W. and Main Street west of Rangeline Road, and bordered on the west by the property with the address of 25 West Main Street, the same being primarily located on Tax Parcels 16-09-25-16-02-022.000 and 16-09-25-16-02-023.000.
      (8)   All parking spaces located on the first level underground (that level immediately below the level of the surrounding streets) of the underground parking structure within the development known as Sophia Square; said development being generally bounded by 2nd Avenue N.W., 1st Street N.W., 1st Avenue N.W. and Main Street.
      (9)   The parking lot located behind the buildings with the addresses of 215 West Main Street and 115 West Main Street, which lot is generally west of 1st Avenue S.W., north of 1st Street S.W., and bounded on the west side by Tax Parcels 16-09-25-16-01-011.000 and 16-09-25-16-01-012.000.
      (10)   All parking spaces not otherwise contractually addressed by the City located within the underground parking structure within the development known as the Indiana Design Center, said development being generally bounded to the north by Robert Indiana Avenue, to the west by 1st Avenue S.W., to the east by Rangeline Road, and to the south by the surface parking lots of the Indiana Design Center.
      (11)   The parking lot generally bounded on the north by the first east-west alley north of Main Street between 1st Avenue N.W. and Rangeline Road, on the east by the building with the address of 38 West Main Street, on the south by Main Street, and on the west by 1st Avenue N.W., the same being primarily located on Tax Parcel 16-09-25-12-02-026.000.
      (12)   The parking lot that consists of the topmost level of the parking garage generally bounded on the north by City Center Drive, on the south by Tax Parcel 16-09-36-00-00-005.117, on the east by Veterans Way, and on the west by the Monon Greenway, the same being primarily located on Tax Parcel 16-09-36-00-00-005.217.
      (13)   The parking lot generally bounded on the north by Alley 1st, on the south by 40 S. Rangeline Road, on the west by undeveloped land with the Tax Parcel 16-09-25-16-02-027.000, and on the east by 30 S. Rangeline Road, the same being primarily located on Tax Parcel 16-09-25-16-02-024.001.
   (b)   Notwithstanding the above, the provisions of subsection (a) shall not apply to any vehicle which properly displays a valid Merchant Vehicle Sticker issued for any vehicle registered to or lawfully controlled and driven by a person who owns or is employed by a business located within one mile of a parking lot identified in subsection (a) above and parked therein.
   (c)   Three-hour parking zones between the hours of 6:00 a.m. and 5:00 p.m., Monday through Saturday only, are established on the following City streets:
      (1)   Reserved.
      (2)   On the north side of 1st Street N.E. between 4th Avenue N.E. and 3rd Avenue N.E.
      (3)   On the west side of 1st Avenue S.E. between Main Street and the east-west alley located between Main Street and 1st Street S.E.
      (4)   On the north side of Main Street between its intersection with the Monon Greenway to a point 186 feet east of the intersection of Main Street and Rangeline Road. On the south side of Main Street from a point 147 feet east of the intersection of the Monon Greenway and Main Street to a point 343 feet east of the intersection of the Monon Greenway and Main Street, from a point 42 feet east of the intersection of Main Street and 1st Avenue S.W. to a point 217 feet east of the intersection of Main Street and 1st Avenue S.W.
      (5)   On the north side of Main Street from a point 191 feet west of the intersection of Main Street and the Monon Greenway to a point 393 feet west of such intersection.
      (6)   On the north side of Main Street from the intersection of Main Street with the Monon Greenway to a point 125 feet west of such intersection.
      (7)   On the south side of Main Street from the intersection of Main Street with the Monon Greenway to a point 437 feet west of such intersection.
      (8)   On the north side of Main Street from a point 437 feet west of the intersection of Main Street and the Monon Greenway to a point 717 feet west of such intersection.
      (9)   The parking spaces accessible from 1st Street S.E. and the parking spaces accessible from 1st Avenue S.E., the same being generally located on Tax Parcels 16-10-30-03-01-008.000 and 16-10-30-03-01-007.000.
      (10)   On the south side of 1st Street N.W. from a point 231 feet east of the intersection of 1st Street N.W. and 2nd Avenue N.W. to a point 299 feet east of the intersection of 1st Street N.W. and 2nd Avenue N.W.
      (11)   On the west side of 1st Avenue N.W. from a point 78 feet north of the intersection of Main Street and 1st Street N.W. to a point 172 feet north of the intersection of Main Street and 1st Street N.W.
      (12)   On the east side of 2nd Avenue N.W. from a point 81 feet north of the intersection of Main Street and 2nd Avenue N.W. to a point 134 feet north of the intersection of Main Street and 2nd Avenue N.W., between the dates of November 16th and April 14th of each year only.
      (13)   On the east side of 2nd Avenue N.W. from a point 155 feet north of the intersection of Main Street and 2nd Avenue N.W. to a point 266 feet north of the intersection of Main Street and 2nd Avenue N.W., between the dates of November 16th and April 14th of each year only.
      (14)   On the east side of 4th Avenue S.W. from a point 48 feet north of the intersection of 4th Avenue S.W. and 1st Street S.W. to a point 168 feet north of the intersection of 4th Avenue S.W. and 1st Street S.W.
      (15)   On the east side of 4th Avenue S.W. from a point 44 feet north of the intersection of 4th Avenue S.W. and 2nd Street S.W. to a point 344 feet north of the intersection of 4th Avenue S.W. and 2nd Street S.W.
      (16)   On the north side of 1st Street S.W. from a point 40 feet east of the intersection of 1st Street S.W. and 2nd Avenue S.W. to a point 285 feet east of the intersection of 1st Street S.W. and 2nd Avenue S.W.
      (17)   On the east side of 1st Avenue N.W. from a point 80 feet north of the intersection of 1st Avenue N.W. and Main Street to a point 162 feet north of the intersection of 1st Avenue N.W. and Main Street.
      (18)   The 26-foot single parking space on the east side of 1st Avenue S.W. that begins 176 feet north of the intersection of 1st Avenue S.W. and 1st Street S.W.
      (19)   The 26-foot single parking space on the east side of 1st Avenue S.W. that begins 252 feet north of the intersection of 1st Avenue S.W. and 1st Street S.W.
      (20)   On the east side of 1st Avenue S.W. starting at a point 185 feet north of the intersection of 3rd Street S.W. and 1st Avenue S.W. and ending at the intersection of 1st Street S.W. and 1st Avenue S.W.
      (21)   On the south side of Robert Indiana Avenue from a point 27 feet east of the intersection of 1st Avenue S.W. and Robert Indiana Avenue to a point 257 feet east of the intersection of 1st Avenue S.W. and Robert Indiana Avenue.
      (22)   On the south side of 1st Street N.W. from a point 30 feet east of the intersection of 1st Avenue N.W. and 1st Street N.W. to a point 170 feet east of the intersection of 1st Avenue N.W. and 1st Street N.W.
      (23)   On the west side of the first north-south alley located east of 1st Avenue N.W. and accessed therefrom, from a point 30 feet south of the centerline of 1st Street N.W. to a point 70 feet south of the centerline of 1st Street N.W.
      (24)   On the west side of Rangeline Road from a point 30 feet north of the intersection of 3rd Street S.W. and Rangeline Road to a point 190 feet north of the intersection of 3rd Street S.W. and Rangeline Road.
      (25)   On the west side of Rangeline Road from a point 238 feet north of the intersection of 3rd Street S.W. and Rangeline Road to a point 400 feet north of the intersection of 3rd Street S.W. and Rangeline Road.
      (26)   On the west side of Rangeline Road from a point 35 feet north of the intersection of Robert Indiana Boulevard and Rangeline Road to a point 150 feet north of the intersection of Robert Indiana Boulevard and Rangeline Road.
      (27)   On the west side of Rangeline Road from a point 30 feet north of the intersection of 1st Street S.W. and Rangeline Road to a point 125 feet north of the intersection of 1st Street S.W. and Rangeline Road.
      (28)   On both sides of the north-south segment of Hanover Place from a point 36 feet south of the intersection of the east-west segment of Hanover Place and the north-south segment of Hanover Place to a point 152 feet south of said intersection.
      (29)   On both sides of the north-south segment of Hanover Place from a point 172 feet south of the intersection of the east-west segment of Hanover Place and the north-south segment of Hanover Place to a point 242 feet south of said intersection.
      (30)   On the south side of the east-west segment of Hanover Place from a point 30 feet west of the intersection of the east-west segment of Hanover Place and the north-south segment of Hanover Place to a point 99 feet west of said intersection.

      (33)   On the south side of City Center Drive from a point 77 feet east of the intersection of City Center Drive and 3rd Avenue S.W. to a point 353 feet east of said intersection.
      (34)   On the south side of City Center Drive from a point 491 feet east of the intersection of City Center Drive and 3rd Avenue S.W. to a point 623 feet east of said intersection.
      (35)   On the south side of City Center Drive from a point 890 feet east of the intersection of City Center Drive and 3rd Avenue S.W. to a point 1,023 feet east of said intersection.
      (36)   The off-street parking spaces south of City Center Drive, accessible solely from City Center Drive, and starting at a point 125 feet west of the centerline of Rangeline Road to a point 312 feet west of said centerline.
      (37)   On the west side of Rangeline Road from a point 111 feet south of the intersection of Rangeline Road and 126th Street to a point 418 feet south of said intersection.
      (38)   The off-street parking spaces on the un-named loop road between the Palladium and the Tarkington and Studio Theaters and accessible from 3rd Avenue S.W.
      (39)   The five spaces located on the west side of Rangeline Road in front of the 918 S. Rangeline Road building.
      (40)   On both sides of Community Drive to a point 555 feet south of the intersection of Community Drive and 146th Street.
      (41)   The first three spaces on the north side of Main Street west of 4th Avenue SW.
      (42)   The first two spaces on the north side of Main Street west of 3rd Avenue SW.
      (43)   The spaces on the south side of Main Street between 3rd Avenue SW and 4th Avenue SW.
      (44)   The first seven spaces on the south side of Main Street west of the Monon Trail.
      (45)   The first seven spaces on the north side of Main Street west of the Monon Trail.
      (46)   The spaces on the north side of Main Street between the Monon Trail and 1st Avenue SW.
      (47)   The first eight spaces on the south side of Main Street west of 1st Avenue SW.
      (48)   The first 6 spaces on the north side of Main Street east of 1st Avenue NW.
      (49)   The spaces on the south side of Main Street between 1st Ave SW and Rangeline Road.
      (50)   The four spaces on the north side of Main Street west of 1st Avenue NE.
      (51)   The ten spaces located on the west side of Rangeline Road in front of the Nash Building.
      (52)   The five spaces located on the west side of Rangeline Road in front of the 918 S. Rangeline Road building.
      (53)   On both sides of Community Drive to a point 555 feet south of the intersection of Community Drive and 146th Street.
   (d)   No person shall Park a motor vehicle within a roadway segment, located within the City’s corporate limits and within two thousand five hundred (2,500) feet of any Carmel-Clay School property, from 7:00 a.m. EST to 5:00 p.m. EST, Monday through Friday, while Carmel-Clay Schools are in session, and where “No Parking or Idling” signs, or an equivalent thereof, have been installed by the City of Carmel.
      (1)   All requests for the City to install or remove applicable signs under subsection (d) shall be made by the Department of Engineering to the City of Carmel Board of Public Works and Safety for its review and approval.
      (2)   Subsection (d) shall not apply to following:
         (i)   Where Parking of a vehicle is at the direction of a police officer;
         (ii)   When temporarily Parked during the actual performance of bona fide City business, commercial service, construction, sales, or delivery of goods, equipment, or persons to a neighboring residential or commercial property (not including schools); and
         (iii)   The Parking of Authorized Emergency Vehicles.
   (e)   Notwithstanding the above, the provisions of subsection (d) shall not apply to any vehicle which properly displays a valid Resident Vehicle Sticker, Temporary Guest Parking Permit or a valid Merchant Vehicle Sticker issued pursuant to subsection (d).
   (f)   No vehicle shall be parked:
      (1)   On either side of Lincoln Court within 275 feet east of the center point of the intersection of Lincoln Court and Lexington Boulevard at any time between 8:00 a.m. EST and 8:00 p.m. EST;
      (2)   Reserved;
      (3)   On either side of Range Line Road from Main Street north to 8th Street for more than two hours between 6:00 a.m. EST and 5:00 p.m. EST, Monday through Saturday only, excepting for any vehicle which properly displays a valid Merchant Sticker issued pursuant to subsection (f)(3);
      (4)   On the east side of Rohrer Road from its intersection with 146th Street south to a location 980 feet south of such intersection;
      (5)   On the east side of 1st Avenue S.E. from 5th Street S.E. south to 6th Street S.E; and
      (6)   On either side of Atherton Drive from its intersection with Crescent Drive to its intersection with Autumn Drive at any time between 5:00 a.m. EST to 5:00 p.m. EST, Monday through Friday;
      (7)   On either side of Kimbrough Lane from its intersection with Crescent Drive to its intersection with Atherton Drive at any time between 5:00 a.m. EST to 5:00 p.m. EST, Monday through Friday; and
      (8)   On either side of Autumn Drive from its intersection with Crescent Drive to its intersection with Atherton Drive at any time between 5:00 a.m. EST and 5:00 p.m. EST, Monday through Friday.
      (9)   On 2nd Avenue N.W. between Main Street and 1st Street N.W., between the dates of April 15th and November 15th, inclusive, of each year only.
      (10)   On the off-street parking spaces located on the un- named loop road between the Palladium and the Tarkington and Studio Theaters and accessible from 3rd Avenue S.W. at any time between 12:01 a.m. EST to 6:00 a.m. EST Saturday mornings from April 15 to October 15, inclusive, or each year.
   (g)   (1)   Notwithstanding the above, the provisions of subsection (f) shall not apply to vehicles which properly display a valid Resident Vehicle Sticker issued to a person who resides at an address which abuts any of the following City streets or street segments:
         i)   Lincoln Court;
         ii)   Lexington Boulevard between its intersection with Lincoln Court and its intersection with Concord Court;
         iii)   Lexington Boulevard from its merge with Lincoln Court to its intersection with Altam Avenue;
         iv)   Reserved;
         v)   1st Avenue S.E. between its intersection with 5th Street S.E. and its intersection with 6th Street S.E.;
         vi)   Atherton Drive from its intersection with Crescent Drive to its intersection with Autumn Drive;
         vii)   Kimbrough Lane from its intersection with Crescent Drive to its intersection with Atherton Drive;
         viii)   Autumn Drive from its intersection with Crescent Drive to its intersection with Atherton Drive.
      (2)   Reserved for future use.
   (h)   Except as provided by Carmel City Code Section 8-37(a)(19), a three-hour parking zone between the hours of 6:00 a.m. and 11:00 p.m. is hereby established on both sides of Monon Blvd., from West Elm Street to W Walnut St, where three-hour parking zone signs, or an equivalent thereof, have been installed by the City of Carmel at the direction of the City Engineer.
   (i)   No vehicle, except for a vehicle owned or controlled by the City, shall be parked in the south parking lot of Carmel City Hall at any time between 10:00 p.m. EST on Friday evening until 6:00 a.m. EST on Saturday morning.
   (j)   No vehicle shall be parked on either side of the following streets at any time between 6:00 a.m. and 6:00 p.m. on any date on which a professional golf tournament is being held at the Crooked Stick Golf Course, located within the City's corporate limits:
      (1)   Prestwick Lane;
      (2)   Prestwick Circle;
      (3)   Torrey Pine Circle;
      (4)   St. Andrews Lane;
      (5)   St. Andrews Circle;
      (6)   Mansfield Place;
      (7)   Braemar Court;
      (8)   Belmont Court;
      (9)   Sutton Avenue;
      (10)   Sutton Place Drive East;
      (11)   Sutton Place Drive South;
      (12)   Sutton Place Drive West;
      (13)   Royal Place;
      (14)   Royal Court;
      (15)   Royal Circle;
      (16)   Royal Blvd;
      (17)   Greystone Court;
      (18)   Newbridge Court;
      (19)   Westbury Place Drive;
      (20)   Chatham Court;
      (21)   Bishop Circle;
      (22)   Windmere Blvd;
      (23)   Hyde Park.
   (k)   A one-hour parking zone, Monday through Friday only between the hours of 8:00 a.m. and 12:00 p.m., is established for the City parking lot located at the southeast corner of 1st Avenue NE and 1st Street NE.
   (l)   A two-hour parking zone, Monday through Friday only between the hours of 8:00 a.m. and 12:00 p.m., is established for the City parking lot located at the southeast corner of 1st Avenue NE and 1st Street NE.
   (m)   A one-hour parking zone, Monday through Saturday between the hours of 6:00 a.m. and 5:00 p.m., is established for the parking lot located behind the Lion’s Club building located at 141 East Main Street, the same being generally east of 1st Avenue S.E., south of East Main Street, west of Bryn Mawr Lane, and north of 2nd Avenue S.E. However, parking may be further restricted in this lot during certain Lion’s Club meetings and events, at which times the public parking signs located in the lot shall be masked in a manner approved by the Carmel Police Department for the duration of the meeting or event only.
   (n)   Notwithstanding the above, the provisions of subsection (l) shall not apply to any vehicle which properly displays a valid merchant vehicle sticker issued pursuant to this subsection. Merchant vehicle stickers shall, upon request, be issued hereunder by the Carmel Police Department for any vehicle registered to or lawfully controlled and driven by a person who is employed by a merchant located within one mile of the parking lot identified in subsection (l) above. A merchant vehicle sticker shall authorize the vehicle to which it is issued to park in the parking lot identified in subsection (l) above while the registered owner or operator thereof is at work within the City’s corporate limits, and for 30 minutes before and after such person’s work shift. Merchant vehicle stickers shall be issued at no cost and are not transferable.
   (o)   A two-hour parking zone between the hours of 6:00 a.m. and 5:00 p.m., Monday through Saturday only, is established on the north side of Main Street from a point 227 feet east of the intersection of Main Street and Rangeline Road to a point 930 feet east of the intersection of Main Street and Rangeline Road.
   (p)   Three-hour parking zones in the following areas from 9:00 a.m. to 9:00 p.m.:
      (1)   Seven spaces on the west side of Veterans Way between Monon Green Blvd and Red Truck Road.
      (2)   Nine spaces on the east side of Veterans Way between Monon Green Blvd and Red Truck Road.
      (3)   Nine spaces on the south side of Red Truck Road between Rangeline Road and Veterans Way.
      (4)   Ninety-six spaces in the parking lot bordered by Monon Green Blvd on the north and Veterans Way on the west.
   (q)   Three-hour parking zones are established on the following City streets:
      (1)   The first eight spaces on the west side of Monon Blvd. south of 1st Street SW.
      (2)   The spaces on the east side of Monon Blvd. north of 2nd Street SW.
      (3)   The first six spaces on the west side on Monon Blvd. south of 2nd Street SW.
      (4)   The first four spaces on the north side of Elm Street east of 3rd Avenue SW.
      (5)   The first three spaces on the south side of Elm Street west of Monon Blvd.
      (6)   The first three spaces on the west side of Veterans Way north of Elm Street.
   (u)   Except as otherwise set forth under this Section, the Carmel Street Department shall post appropriate signs or markings setting forth the parking limitations under Section 8-48 and indicating that said locations are “tow away” zones.
