(a) No person shall park a vehicle at any time in the following locations:
(1) On either side of 1st Avenue N.E. from East Main Street north to 1st Street N.E.;
(2) On the south side of 1st Street N.E. from North Range Line Road east to 4th Avenue N.E.;
(3) On the east side of 1st Avenue S.E. from East Main Street south to 6th Street S.E.;
(4) On the south side of East Main Street from 1st Avenue S.E. east to U.S. 431 (Keystone Avenue);
(5) On the south side of 2nd Street N.E. from North Range Line Road east to 4th Avenue N.E.;
(6) On the east side of 1st Avenue S.W. from 3rd Street S.W. south to the termination of 1st Avenue S.W.;
(7) On North Range Line Road from the entrance of Eagle Creek Nursery north to 146th Street;
(8) On either side of 3rd Street S.W. from First Avenue S.W. west to 2nd Avenue S.W.;
(9) On either side of 2nd Avenue S.W. from 3rd Street S.W. north to 1st Street S.W.;
(10) On either side of Sylvan Lane;
(11) On either side of Audubon Drive for a distance of 400 feet from the intersection of Audubon Drive and 2nd Street N.E.;
(12) On the west side of 4th Avenue S.E. from East Main Street south to Carmel View, West Drive;
(13) On either side of Carmel Drive from its intersection with Keystone Avenue west to its intersection with U.S. Highway 31;
(14) On the north side of 2nd Street N.E. between 4th Avenue N.E. and the Carmel High School parking lot;
(15) On the east side of 3rd Avenue N.E. from 1st Street N.E. north to 2nd Street N.E.;
(16) On the north side of 1st Street S.E. from 1st Avenue S.E. to Lions Club Parking Lot;
(17) On the north side of 3rd Street S.E. from Range Line Road to 1st Avenue S.E.;
(18) On the north side of 5th Street N.E. from Range Line Road to Audubon Drive;
(19) On the north side of 7th Street N.E. from 1st Avenue N.E. to 2nd Avenue N.E.;
(20) On the north side of 5th Street N.W. from 1st Avenue S.W. to Range Line Road;
(21) On the south side of 4th Street N.W. from the Monon Trail to Range Line Road;
(22) On the east side of North Range Line Road from its intersection with U.S. Highway 31 to a point 175 feet south of the intersection of Cool Creek Boulevard and North Range Line Road;
(23) On the east side of Veterans Way running between Carmel Civic Square and City Hall;
(24) On either side of Audubon Drive from 2nd Avenue N.E. to Carmel High School;
(25) In the ten City employee parking spaces located immediately east of the reserved handicapped parking space in the Carmel Communication Center parking lot;
(26) On any Carmel-Clay Schools property posted with “No Parking” or other appropriate signage;
(27) On either side of Gradle Drive from its intersection with S.W. 3rd Avenue east to the west entrance of Civic Square.
(28) On the south side of 4th Street N.W. from its intersection with 1st Avenue N.W. east to its intersection with Range Line Road.
(29) On either side of 1st Street N.W. from the Monon Greenway west to 3rd Avenue N.W.
(30) On the north side of 1st Street N.W. from the Monon Greenway east to Range Line Road.
(31) On either side of Shelborne Road from its intersection with 131st Street to its intersection with 141st Street.
(32) On the south side of Marana Drive from its intersection with Lockerbie Place to its intersection with Rohrer Road.
(33) On the west side of Harrison Drive from its intersection with Gray Road to its intersection with Minton Court.
(34) a) On either side of Windy Knoll Lane from its intersection with Shelborne Road to its intersection with Milano Drive.
b) On either side of Dolan Way from its intersection with Shelborne Road to its intersection with West Road.
c) On either side of Amundson Drive from its intersection with Dolan Way to its intersection with Kegler Way.
d) On either side of Earhart Drive from its intersection with Amundson Drive to its intersection with Antonia Boulevard.
(35) On either side of Stonewick Run from its intersection with 116th Street north to its intersection with Pebblepointe Pass.
(36) a) Within 30 feet of the intersection of Stonewick Run and 116th Street;
b) Within 30 feet of the intersection of Stonewick Run and Pebblepointe Pass; and
c) Adjacent to the median of Stonewick Run.
(37) On both sides of Autumn Drive, from its intersection with 3rd Avenue S.W. to its intersection with Atherton Drive.
(38) a) On the west side of Gray Oaks Court from a point 60 feet north of the intersection of Wellswood Bend and Gray Oaks Court to a point 320 feet north of the intersection of Wellswood Bend and Gray Oaks Court.
b) (Reserved).
c) On the east side of 2nd Avenue N.W. from its intersection with 2nd Street N.W. to its intersection with 3rd Street N.W.
d) On the south side of 3rd Street N.W. from its intersection with 2nd Avenue N.W. to its intersection with 1st Avenue N.W.
e) Reserved.
(39) Unless otherwise designated by the City, there shall be no parking within a roundabout, or within 30 feet of any entrance or exit to a roundabout.
(40) Unless otherwise designated by the City, there shall be no parking within 30 feet of any crosswalk or designated pedestrian crossing.
(41) On either side of Lance Drive from its intersection with 131st Street to its intersection with Bellshire Lane.
(42) On either side of Lincolnshire Boulevard from its intersection with 131st Street to its intersection with Lorenzo Boulevard.
(43) On the south side of the frontage road known as East 126th Street from Stanwich Place east to its termination by cul-de-sac.
(44) On the west side of 2nd Avenue N.W. from its intersection with 1st Street N.W. north to its intersection with 3rd Street N.W.
(45) On the north side of Grenville Street from its intersection with Broad Street west to its intersection with Tradd Street.
(46) On the west side of Tradd Street from its intersection with Grenville Street south to its intersection with Glebe Street.
(47) On the north side of Glebe Street from the roundabout at Towne Road west 150 feet.
(48) On the south side of Main Street from a point 343 feet east of the intersection of the Monon Greenway and Main Street to a point 368 feet east of the intersection of the Monon Greenway and Main Street.
(49) On the west side of 3rd Avenue S.W. between City Center Drive and a point 391 feet south of the intersection of City Center Drive and 3rd Avenue S.W.
(50) On the west side of 3rd Avenue S.W. between American Way North and a point 51 feet north of the intersection of American Way North and 3rd Avenue S.W.

(52) In the off-street parking spaces on the un-named loop road between the Palladium and the Tarkington and Studio Theaters and accessible from 3rd Avenue S.W., from midnight to 6:00 a.m. on each Friday and Saturday from April 15 to October 15, inclusive, of each year only.

(59) On either side of an as yet unnamed road that runs from its roundabout intersection with Randall Drive, to its point of termination, 260 feet north from its intersection with Randall Drive.
(60) On the west side of 3rd Ave. S.W. from its intersection with City Center Drive north 451 feet.
(61) On Pasture View Court at the dead end and up to 50 feet south along the eastern side of the roadway.
(62) On Wildcat Drive from 250 feet to 370 feet north from its intersection with Tanana Drive.
(63) On Wildcat Drive from 610 feet to 730 feet north from its intersection with Tanana Drive.
(64) On Meadow Lane from its intersection with West Main Street to its intersection with Cool Ridge Drive.
(65) On the North (West) side of Pebblepointe Pass from Tarrynot Lane to 50 feet north of Lake Point Drive.
(66) On the north/west side of Emerson Road between 4th Ave SW and Sherman Drive.
(67) On the south/east side of Emerson Road between 4th Ave SW and a point ending 200 feet west of its intersection with 4th Ave SW.
(68) On the south side of 1st Street SW between 4th Avenue SW and Monon Blvd.
(69) On the east side Randall Drive, south from a point 455 feet southeast of its intersection with Hannah Court for a distance of 716 feet.
(70) On the west side of Woodside Hollow Drive.
(71) On Soundview Place as follows:
a) on the south side of Soundview Place east from the southern intersection of Soundview Place and Woodside Hollow Drive for a distance of 302 feet.
b) on the east side of Soundview Place north from a point 302 feet east of the southern intersection of Soundview Place and Woodside Hollow Drive for a distance of 332 feet.
c) on the north side of Soundview Place east from the northern intersection of Soundview Place and Woodside Hollow Drive for a distance of 302 feet.
(72) On either side of Rolling Hill Drive until December 31, 2023, and, at any time thereafter, on either side of Rolling Hill Drive from the intersection of Rolling Hills Drive and 146th Street to a point 300 feet south of said intersection.
(73) On Monon Blvd. between 1st Street SW and Main Street.
(74) On the south side of Elm Street between Veterans Way between Monon Blvd.
(75) The first space on the south side on Main Street west of 1st Ave SE.
(b) Notwithstanding the above, the provisions of subsection (a) shall not apply to any vehicle which properly displays a valid Merchant Vehicle Sticker or a valid Resident Vehicle Sticker issued to business owner(s) or employee(s) or resident(s) of a property subject to the parking restrictions under subsection (a). The provisions of subsection (a)(25) shall not apply to any vehicle driven by a City employee and so parked in the course of such person’s employment by the City.
(c) The Carmel Street Department shall post appropriate “no parking” signs or markings at the above locations and indicate thereon that such locations are “tow away” zones.
