The Board of Public Works and Safety is empowered, in addition to its other powers, as follows:
To designate and maintain by appropriate devices, marks or lines, upon the surface of the roadway, lanes for any crosswalks at any intersection in any business area or on any highway, where, in its opinion, there is particular danger to pedestrians crossing such roadway.
