§ 8-1 Definitions.
   (a)   Terms used in this chapter shall have the meanings set forth in I.C., 9-13-2-1 et seq.
   (b)   The following terms when used in this chapter shall have the meanings set forth herein:
      Authorized Emergency Vehicle.
         a)   Vehicles of the fire department, police vehicles, and ambulances and other emergency vehicles operated by or for hospitals, or health and hospital corporations under I.C., 16-22-8.
         b)   Vehicles other than ambulances which are owned by persons, firms, or corporations other than hospitals, and are used in emergency service, may be designated as emergency vehicles if such vehicles are authorized to operate as such by the department of highways as provided in this subsection. The department is authorized and empowered to designate and authorize the operation of such other emergency vehicles pursuant to such rules as the department may prescribe.
         c)   Motor vehicles that are approved by the Indiana emergency medical services commission that are:
            i.   Ambulances that are owned by persons, firms, limited liability companies, or corporations other than hospitals; or
            ii.   Not ambulances and provide emergency medical services, including extrication and rescue services (as defined in I.C., 16-18-2-110).
         d)   The Commission may not withhold approval of a motor vehicle because the vehicle is not affiliated with a hospital, law enforcement agency, or fire department.
         (e)   i.   Vehicles of the department of correction that are:
               1.   Designated by the department of correction as emergency vehicles; and
               2.   Responding to an emergency.
            ii.   The department of correction shall establish policies and procedures for the designation of departmental vehicles as emergency vehicles.
      Bicycle. Any foot-propelled vehicle, irrespective of the number of wheels in contact with the ground.
      Board. Board of Public Works and Safety.
      Driver. Every person who drives or is in actual physical control of a vehicle.
      Merchant Vehicle Sticker. A sticker that is issued upon request, and only as specifically allowed under this Chapter, by the Carmel Police Department for any vehicle registered to or lawfully controlled and driven by a person who owns or is an employee of a business located at an address within one (1) mile of certain parking garages or that abuts certain streets or street segments where parking restrictions are enforced under this Chapter. A Merchant Vehicle Sticker shall authorize the vehicle to which it is issued to park at a particular restricted parking location while the registered owner or operator thereof is working at the business location, including 30 minutes before and after such person’s work shift. A Merchant Vehicle Sticker is only valid in the restricted parking location(s) for which it was obtained. To receive a Merchant Vehicle Sticker, an applicant must provide to the Carmel Police Department the registration of the vehicle that will display the sticker and proof of property/business ownership or employment at the applicable property—acceptable documents include, recent pay stubs, incorporation documents, bills, title documents, or lease agreements. Merchant Stickers shall be issued at no cost and are not transferable.
      Motor Vehicle. Every vehicle except a motorized bicycle which is self-propelled and every vehicle which is propelled by electric power obtained from overhead trolley wires, but not operated upon rails.
      Park or Parking. The standing or idling of a vehicle, whether occupied or not, otherwise than temporarily and momentarily for the purpose of and while actually engaged in loading or unloading merchandise or persons.
      Pedestrian. Any person afoot.
      Resident Vehicle Sticker. A sticker that is issued upon request, and only as specifically allowed under this Chapter, by the Carmel Police Department for any vehicle that is lawfully driven by a person who resides at an address that abuts certain streets or street segments where parking restrictions are enforced under this Chapter. A Resident Vehicle Sticker is only valid in the restricted parking location(s) for which it was obtained. To receive a Resident Vehicle Sticker, an applicant must provide to the Carmel Police Department the registration of the vehicle that will display the sticker and proof of residency at the address in question via a valid Indiana driver’s license or a valid photo ID, along with a document issued within the last 60 days verifying the applicant’s address—acceptable documents include, but are not limited to, mail (with a legible postmark), statements, bills, or lease agreements. Resident Vehicle Stickers shall be issued at no cost and are not transferable.
      School Bus. Every motor vehicle owned by a public or governmental agency and operated for the transportation of children to or from school or privately owned and operated for compensation for the transportation of children to and from school.
      Stop. When required means complete cessation from movement.
      Stop or Stopping. When prohibited means only the momentary halting of a vehicle for the purpose of and while actually engaged in loading or unloading merchandise or persons, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic arterial sign or signal.
      Temporary Guest Parking Permit. A permit that is issued upon request of the property owner or resident, and as specifically allowed under this Chapter, by the Carmel Police Department to each real property that abuts certain streets or street segments where parking restrictions are enforced under this Chapter. To be valid, Temporary Guest Parking Permits must be displayed on the rearview mirror of a vehicle, visible from the outside of the vehicle, and must have the property address for which the permit was obtained written thereon. Unless otherwise stated, a Temporary Guest Parking Permit shall allow parking for up to two (2) hours within four hundred (400) feet of and only for the purpose of the guest(s) to attend or visit the property address for which the permit was obtained. Up to five (5) Temporary Guest Parking Permits shall be issued at no cost and are not transferable. Upon request and at the discretion of the Carmel Police Department, additional Temporary Guest Parking Permits may be issued for a limited timeframe that extends beyond the standard two (2) hour limit but does not exceed thirty (30) days. Any additional or replacement Temporary Guest Parking Permits may be issued at the discretion of the Carmel Police Department, with the cost of the permit(s) paid by the applicant.
      Vehicle. Every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human power or used exclusively upon stationary rails or tracks.
