(a) There is hereby established the Carmel Housing Authority.
(b) The Carmel Housing Authority shall have all the powers, rights, privileges, jurisdiction and authority granted, and the duties and limitations imposed, by I.C., 36-7-18, as same may be amended from time to time, which chapter is fully incorporated herein by this reference.
(c) All Carmel Housing Authority actions are subject to all applicable City ordinances and regulations, including, but not limited to, those regarding planning, zoning, sanitation and building.
(d) The City shall have all the powers necessary or convenient to aid and cooperate with the Carmel Housing Authority, including, but not limited to, those powers set forth in I.C., 36-7-19.
(e) The Common Council estimates that the amount of money necessary for the administrative expenses and overhead of the Carmel Housing Authority during its first year of operation will be $200,000. This amount is hereby appropriated to the Carmel Housing Authority out of unappropriated money in the General Fund of the City.
