§ 3-46 Formatting of Documents Brought Before Council.
   All ordinances, resolutions, and other documents requiring passage or approval by the Common Council shall include consecutive line numbers in the left margin and be presented in both a "clean" and "redline, blueline" format. In the "clean" format, the document shall be written exactly as it is intended to be adopted. In the "redline, blueline" format, all additions to existing City document text shall appear in the color red, all unchanged City document text shall appear in the color black, and all deletions from existing City document text shall appear in the color blue, and shall be lined through to indicate their deleted status. The phrase AS AMENDED shall appear under the ordinance number at the top of any document that includes an amendment (or proposed amendment) subsequent to its initial introduction to Council. The lower left hand corner of each page shall reference the date, time, author and version (in the format VERSION A, VERSION B, VERSION C, etc.) so as to lessen the risk of confusing one proposed draft with another.
