§ 3-21 Regular and Special Meetings, Emergency Sessions.
   (a)   The Common Council shall meet on the first and third Mondays of each month unless otherwise determined by a majority vote of same. (Ord. D-397, § 2.03 (a), 1-9-84; Ord. D-1060, 2-21-94; Ord. D-1279, 3-3-97; Ord. D-1742-05, 2-7-05; Ord. D-1953-09, As Amended, 12-7-09)
   (b)   Regular Common Council meetings shall be held at Carmel City Hall, One Civic Square, Carmel, Indiana, and shall begin at 6:00 p.m., unless otherwise determined by a majority vote of the Common Council. (Ord. D-758, § 1, 3-2-92; Ord. D-1742-05, 2-7-05)
   (c)   A special meeting of the Council may be called by the Mayor so long as 48 hours advance notice of same has been given to each Council member either verbally, by letter mailed to the Councilor's official address as last provided to the Mayor's office, or by electronic mail sent to the Councilor's City e- mail address or to such other electronic address as has been provided to the Mayor’s office. A special meeting of the Council may be called by the President of the Council so long as 48 hours advance notice of same has been given to each Councilor and the Mayor either verbally, by letter delivered to the Councilor's official address as last provided to the Clerk’s office, or by electronic mail sent to the Councilor’s City e-mail address or to such other address as has been provided to the Clerk’s office. Public notice of all special meetings shall comply with Indiana law. Any such notice must also be delivered simultaneously to the Clerk’s office. (Ord. D-362, § III D 1, 3-22-83; Ord.    (d)   Emergency sessions of the Common Council may be called by the Mayor without 48 hours notice if there is a clear and present danger to the City. Such Council meetings may occur only if each and every Council member has been notified either verbally or by letter as provided by subsection (c). (Ord. D-362, § III D 2, 3-22-83)
   (e)   Regularly scheduled meetings of the Common Council may only be canceled:
      (1)   By a majority vote of the Common Council; or
      (2)   If it is determined by the Presiding Officer of the Council, or its President Pro Tempore:
         a)   That upon written or oral confirmation by a majority of the members of the Common Council a quorum would not exist; or
