(a) There is established a City of Carmel "Storm Water Management Fund #250".
(b) All monies received in the form of storm water user fees collected from the Carmel Storm Water District shall be deposited into the Storm Water Management Fund #250, which shall be a non- reverting fund.
(c) Monies in the Storm Water Management Fund shall not be transferred into the General Fund except as provided by applicable law.
(d) The Fund shall be administered by the Common Council.
