(a) The Fire Chief shall have the right and power to make rules and regulations governing the signals of alarm for fires, the control of firemen and bystanders, the turning on and off of the water, and supervision of the fire equipment.
(b) The rules shall be submitted to the Board of Public Works and Safety and if approved the rules shall be spread of record, and advertised by publication.
(c) No person shall violate any of the rules after they have been adopted or refuse to obey any of the orders of the Chief or Assistant Chief while on duty at a fire.
