§ 4-54 Severability.
   Should any provision, section, paragraph, sentence, clause or other portion of this division be declared by any court of competent jurisdiction to be invalid for any reason, the remaining provisions shall not be affected, if said remaining provisions can, without the invalid portion or provision, be given the effect intended by the Council in adopting this division.
