§ 4-51 Taxicab Stands.
   Upon written request, by a licensee, the Common Council may, after a hearing before it, designate certain areas within the City as regular parking space for taxicabs, and it may prescribe rules for the usage of said stands suitable to the applicant's business and in conformance with the public convenience and welfare.
