§ 4-27 Emergency Medical Service Rates, Charges, Collections.
   Effective February 1, 1979, the following charges shall be assessed and collected from each emergency medical service user or other responsible party:
   (a)   Fifty dollars for each emergency medical service run which results in the transportation of a user to a health care facility, within Hamilton County or a contiguous county to Hamilton County.
   (b)   All funds collected pursuant to this section shall be used as appropriated by the Common Council of the City and approved by Clay Township for additional educational training of health care providers, acquisition of medical care equipment or the cost of providing such emergency medical service.
