(a) The Common Council of the City established the City Promotional Fund. (Ord. D-646, § 1, 4-16-90)
(b) All monies surrendered by the Carmel Economic Development Commission to the Controller shall be deposited in this Fund. (Ord. D-646, § 2, 4-16-90)
(c) Any person, corporation, or other legal entity may, by written application to the Common Council, request monies from this Fund for the promotion of the City. Promotion of the City shall include, but is not limited to, matters involving development of the City, improvement of the environment, and the protection of the health, safety and welfare of the City and its citizens as it relates to the economic benefit and betterment of the City. (d) Any written application for proceeds from this Fund shall be docketed by the Controller for consideration by the Council at its next regularly scheduled meeting. The Controller shall advise the applicant of the meeting date and time, in order that the applicant may appear and be heard by the Council as to the merits of the applicant’s request. (Ord. (e) At the hearing before the Council, the applicant may appear and supplement its application by verbal testimony, written exhibit, or such other information it deems will best illustrate its request. The Council may, request additional information regarding the applicant’s application as it deems necessary. (Ord. D-646, § 5, 4-16-90)
(f) After the presentation of all evidence, the Council shall, after due discussion and deliberation, determine whether or not the applicant's petition should be approved or denied. In the event the application is approved, the Council shall establish, as part of its approval, the amount of money which should be granted to the applicant from the fund.
