(a) There is established a general grant fund into which Federal and State grant monies can be deposited and withdrawn upon proper authorization. This fund shall be known as the Grant Fund (Fund 900).
(b) The Grant Fund shall be funded by and used for purposes provided by applicable law, with all monies therein being properly receipted and disbursed.
(c) The Grant Fund shall be administered by the fiscal officer of the City.
(d) The fiscal officer of the City shall, in a separate line item for each separate source of grant monies, account for the receipt and disbursement of all monies received by or withdrawn from the Grant Fund, which monies may not be transferred between line items in the Grant Fund.
(e) The fiscal officer of the City shall, on a monthly basis, certify to the Common Council and the Mayor an accounting of all grant monies deposited into the Grant Fund and all disbursements of grant monies made therefrom, identifying by separate line item such receipts and disbursements as are applicable to each separate source of grant monies.
