No elected City official who has been defeated in a primary or general election, unless approved by a majority vote of the Common Council, shall expend any City funds to attend any instructional or training seminar or conference outside of Marion or Hamilton County, Indiana, such as, but not limited to, a National League of Cities or an Indiana Association of Cities and Towns conference, that is held on any date subsequent to the date on which the election was held that resulted in such City official being defeated for re-election.
