(a) There are established Police Reserve Officers.
(b) Police Reserve Officers will number no more than one-third the number of regular sworn police officers of the Carmel Police Department.
(c) Police Reserve Officers shall be appointed by the same procedures and authority as regular police department members.
(d) All Police Reserve Officers are subject to all policies, orders and regulations of the Carmel Police Department, and all special policies, orders and regulations specifically pertaining to Police Reserve Officers.
(e) All Police Reserve Officers are subordinate to all regular sworn police officers.
