§ 2-7 Department of Redevelopment.
   (a)   The Common Council of the City establishes the Department of Redevelopment of the City. The Department will be controlled by a board of five members known as the Redevelopment Commission of the City.
   (b)   Pursuant to the Act, all of the territory within the corporate boundaries of the City will be a taxing district to be known as the Redevelopment District of the City for the purpose of levying and collecting special benefit taxes for redevelopment purposes as provided in the Act. The Common Council finds and determines that all of the taxable property within this special taxing district will be considered to be benefitted by the redevelopment projects carried out under the Act to the extent of the special taxes levied under the Act.
   (c)   The Common Council shall appoint two members of the Commission and the Mayor shall appoint three members of the Commission. Each member appointed shall be at least 18 years of age and a resident of the City.
   (d)   All other ordinances, resolutions or parts thereof in conflict with the provisions and the intent of this section are repealed.
