232.01 RESPONSIBILITY RE CONSTRUCTION OF SEWERAGE SYSTEM.
   The Manager is hereby appointed as the Municipal official responsible for the orderly construction and completion of the sanitary sewerage system. The Manager is hereby authorized to direct and coordinate all activities in connection with the construction of the sanitary sewerage system; to coordinate and act as liaison agent between the various government agencies, financial institutions, engineering firms, contractors, subcontractors and other firms and agencies in connection with such construction; and to do all things necessary or incident to the foregoing.

232.02 RESPONSIBILITY RE THE OHIO ENVIRONMENTAL PROTECTION AGENCY.
   The Manager is hereby appointed as the authorized representative of the Municipality in all matters concerning the Ohio Environmental Protection Agency.

232.03 PETTY CASH FUND.
   (a)   A petty cash fund in the amount of two hundred dollars ($200.00) is hereby established for the Manager’s Secretary for expenditures of official business of the office of the Manager that will exist as part of the total resources of the Municipality.
   (b)   The Manager’s Secretary shall maintain such fund and account for all expenditures, supported by vouchers and receipts, to the Finance Director when such fund needs to be replenished.
   (c)   The Manager’s Secretary shall keep on hand a minimum of one hundred dollars ($100.00) for the purpose of making change for cash transactions.
   (d)   Under no circumstances shall such fund be used to cash a personal check or third party check.
   (e)   The Finance Director shall audit the vouchers, receipts and cash on hand, after which he or she may issue a check to replenish the petty cash fund.
232.04 PARTICIPATION IN OHIO DEPARTMENT OF TRANSPORTATION COOPERATIVE PURCHASING PROGRAM.
   (a)   The Manager is hereby authorized, in the name of the Municipality, to participate in contracts of the Ohio Department of Transportation for the purchase of machinery, materials, supplies or other articles which the Department has entered into pursuant to Ohio R.C. 5513.01(B).
   (b)   The Manager is hereby authorized to agree in the name of the Municipality, to be bound by all terms and conditions as the Ohio Director of Transportation prescribes.
   (c)   The Manager is hereby authorized to agree, in the name of the Municipality, to directly pay the vendor, under each such contract of the Ohio Department of Transportation in which the Municipality participates, for items it receives pursuant to the contract.
   (d)   The Municipality agrees to hold the Ohio Director of Transportation and the Ohio Department of Transportation harmless for any claim or dispute arising out of participation in a contract pursuant to Ohio R.C. 5513.01(B).
