10-3-31: BILLING (PAYMENT AND LIEN RIGHTS):
All bills for sewer services or for the availability of services, shall be for the previous month and shall be payable on the first of each month, following the month of services rendered. Each bill shall show the amount of the user charge and the capitalization charge.
In the event the bill, or any part thereof, is not paid in full by the tenth of each month, it will be considered delinquent and subject to a penalty. In the event any such bill remains unpaid for a period of twenty five (25) days after the date rendered or in the event the twenty fifth day falls on a holiday, Saturday or Sunday, then on the next succeeding working day during which time the bill has not been paid in full, the Carlin city clerk shall mail notice to the legal owner, applicant for service, and the occupant at the address receiving service, that the sewer service will be terminated not less than five (5) days after the date of mailing of such notice. If the sewer bill is not paid within that five (5) day period, services will be terminated and legal action will follow. In all cases, the property owner shall be ultimately responsible for the payment of the sewer bill. (Ord. 168, 7-8-1992)
