It shall be unlawful for any person to deposit upon the streets, alleys, public grounds or upon any vacant lot of the city, any garbage, solid waste class I or II, or debris of any nature, except at such times and places and under such regulations as the board of councilmen of the city may, from time to time, permit or adopt.
