Every premises to which service is furnished by the water system shall be charged for such service in accordance with the rates and charges herein placed in effect by this code and resolutions adopted. Legal owners, applicants or occupants of the premises have the right to request the city, in writing, to physically turn off the water to the premises and after the water has been turned off, the water charge to the premises shall be deleted.
