9-4-15: BILLING; PAYMENT AND LIEN RIGHTS:
All bills for water services or for the availability of services, shall be for the previous month and shall be payable on the first of each month, following the month of services rendered. Each bill shall show the amount of the water user charge. In the event the water bill, or any part thereof, is not paid in full by the tenth of each month, it will be considered delinquent and subject to a penalty fee of fifteen dollars ($15.00) per month. In the event any such bill remains unpaid for a period of twenty (20) days after the date rendered or in the event the twentieth day falls on a holiday, Saturday or Sunday, then on the next succeeding working day during which time the bill has not been paid in full, the city clerk shall mail notice to the property owner at the address receiving service, that the water service will be terminated not less than ten (10) days after the date of mailing of such notice. If the water bill is not paid within that ten (10) day notice, services will be terminated and the city may claim a lien on the property for the amount of the bill together with any penalties and additional costs pursuant to the provisions of the city charter.
