The city and no other person shall be responsible for opening and closing all graves in the city cemetery. The council shall establish a fee for opening and closing each grave as the council may from time to time determine to be a proper charge. Said fee shall be paid in cash in advance prior to the opening of the grave. (Ord. 61, 12-9-1970)
