It shall be unlawful for any commercial breeder of dogs or cats to hereafter conduct a commercial breeders business in the city of Carlin unless such person shall have first obtained an annual permit permitting the same from the city as provided in this chapter. The provisions of this chapter shall supersede and control in any conflict with other provisions of this code, if any. (Ord. 236, 8-14-2013)
