It shall be unlawful for any person to engage in the business of plumbing or drain laying within the corporate limits of the city without having complied with the terms of this chapter, and any person who shall enter upon any premises and engage in the doing of any plumbing work or drain laying, or who shall cause any other person acting in the capacity of employee so to engage in such work, unless a permit to do such work has been granted by the plumbing inspector of the city, as in this chapter hereinafter contained, shall be deemed guilty of a misdemeanor.
