The clerk, police chief and legally qualified policemen of the city shall see that the requirements of this chapter are rigidly complied with. If the clerk, police chief or any other officer herein specified shall, by wilful failure to perform the duties herein imposed, cause the loss to the city of any sum of money which might and should have been collected, he shall forfeit such sum to the city.
