In case of an emergency, the mayor shall have power, pending the meeting of the council, to grant a temporary license upon an application being made, in accordance with the provisions of this chapter, but no such temporary license shall be continued, or be of any force or effect after the date of the next regular meeting of the council; and provided further, that if any person has had one license granted under and in accordance with the provisions of this chapter, then unless otherwise ordered by the council, the mayor and clerk may renew said license thereafter without any action of the council being necessary thereon.
