The board of councilmen shall act upon said application at its next regular meeting, or at such other meeting to which the consideration of said application may be regularly continued, and if it appears that the granting of said application will be detrimental to the public peace, health or morals, the council, by a majority vote, and upon which the mayor may cast the deciding vote, if a tie otherwise exists, may refuse to grant said application or issue any license thereon; otherwise said application shall be granted and a license issued thereon.
