Every person who offers to sell, contract to sell, sells or conveys by deed any real property constitution as defined in this title, or any lot or parcel thereof, before a final map of said subdivision has been recorded or filed in the office of the Elko County recorder, is guilty of a misdemeanor, and subject to penalty.
