The board of councilmen shall have the right (but it is not obligated so to do) to cause the clerk or police chief or other person employed for the purpose to cause the proper numbering to be indicated on all houses with paint or chalk or stencil or other material not injurious to the premises, in order to indicate to the owner the proper number to be placed upon his said premises, and in such event the owner shall cause the premises to be numbered in accordance with such marking.
