1386.04 PROCEDURE FOR ABATEMENT OF A PUBLIC NUISANCE.
   (a)    Whenever the Zoning Inspector suspects the existence of a public nuisance as defined in Section 1386.01 in the Village, he shall promptly cause the premises on which he suspects the public nuisance exists to be inspected. Should the Zoning Inspector find that a public nuisance does exist, he shall promptly notify the Fire Chief. The Fire Chief shall cause the premises on which it is suspected the public nuisance exists to be inspected. Written reports of the inspection and of the findings of the Fire Chief and the Zoning Inspector, with respect to the existence of the public nuisance, shall be filed with the Village Administrator.
   (b)    Should both of the aforesaid officers concur that a public nuisance exists, it shall be the duty of the Zoning Inspector to cause photographs of the public nuisance to be made, and to file in the office the photographs and the written reports of the findings of the aforesaid officers. The Zoning Inspector shall serve the Owner of the building or structure a notice to abate as provided in this chapter. The notice to abate shall include the findings with respect to the existence of a public nuisance and shall notify the Owner or Owners to abate the public nuisance by rehabilitation or by removal of the building, structure or nuisance or that the Village will abate the condition(s) at the expense of the Owner(s). Such abatement by the Owner shall begin within fifteen (15) days after service of the notice and shall be complete within the time prescribed in Section 1386.06 or such additional time as the Zoning Inspector may deem necessary to complete the abatement.
