557.02 DUTY TO CUT WEEDS, VINES OR GRASS; DUTY TO TRIM TREES.
   (a)    No owner or tenant, or any other person, having possession of or control over any lot or land within the Village shall fail to cut down and remove any offensive or noxious weeds, or vines or grass of a height of ten inches or more.
   (b)    It is prima-facie violation of this section if any such offensive or noxious weeds, vines or grass ten inches or more in height exist on any lot or land.
   (c)    Putting a fence around a violation does not correct or eliminate the violation.
   (d)    Covering or tarping an object does not correct or eliminate the violation.
   (e)   The owner or tenant or other person in possession of or control over any lot or land adjacent to a street or alley shall be responsible for maintaining the area between the curb and sidewalk, or between the edge of the street and the property line where there is no curb or sidewalk, and the area between the center line of the alley and the property line or the center line of an unimproved street and the property line in accord with the standards of this section.
   (f)    The standards of Section 557.02 and 557.03 shall apply only to those areas that are within 200 feet of any property line and that include a residence or place of business.
