10-1-7: CHANGE OR CANCELLATION OF SERVICE:
Except for as provided below, the owners or occupants of dwellings that qualify for residential refuse collection shall be billed as City customers. Owners or occupants of dwellings that qualify for residential refuse collection may not change service with the City except upon notice to the Finance Director or his designee. Said notice shall be received by the Finance Director at least thirty (30) days prior to the change of service and shall be accompanied by documentation from a licensed collector that refuse service has been retained by said licensed collector for that specific qualifying residential dwelling. Carts are to remain upon the premises to which they are assigned/billed; removal of the cart from the premises will result in the customer/resident being charged seventy five dollars ($75.00) for a replacement cart. Upon the customer/resident's change or cancellation of service the Finance Director or his designee will inform the customer/resident to set their roll out cart curbside for pickup on a specific day. The MES Manager or his designee will then have the cart removed from the premises; failure to place the cart curbside for pickup will result in the customer/resident being charged for service until the cart is returned to the City and/or being charged seventy five dollars ($75.00) for a replacement cart. The City has the right to request verification of refuse service by a licensed collector from any owner or occupant of residential dwellings that qualify for residential refuse collection; failure to provide such verification shall result in the qualifying residential dwelling(s) being billed as City customers. Additionally, each licensed collector shall submit to the Finance Director or his designee on or before the last day of each month a list of his customers. Such list shall include the names and addresses of customers added or removed from their service. All owners or occupants of dwellings that qualify for residential refuse service or accounts not shown on the list of any licensed collector shall be billed as City customers. Failure to comply with the requirements of this section shall be grounds for revocation of a collector's license. (Ord. 2017-24)
