Ownership of recyclable material set out for collection or deposition at a City operated recycling drop off facility in accordance with the terms of this chapter shall be vested in the City. No person shall collect, remove or dispose of recyclable material set out for collection or deposited at a City operated recycling drop off facility, except:
A. A "special collector" pursuant to the terms of its franchise.
B. The City.
No person or entity, except a licensed special collector or the City, shall collect, remove, or dispose of recyclable material set out for curbside collection. Any person or entity found violating this requirement shall be subject to a fine of not less than ten dollars ($10.00) nor more than fifty dollars ($50.00) for each and every separate offense.
