1-4-1: DECLARATION OF PERSONNEL POLICY:
The following personnel principles and policies are established:
   A.   Employment in the City government shall be based on merit and free of personal and political considerations.
   B.   Just and equitable incentives and conditions of employment shall be established and maintained to promote efficiency and economy.
   C.   "Equal pay for equal work" shall be made meaningful by assigning positions of substantially the same level of duties and responsibilities to a single grade with a like range of compensation.
   D.   All new appointments to positions with the City shall be made on the basis of knowledge, ability skill, and examination practical in nature, except as specified in section 1-4-2 of this chapter.
   E.   All promotions within the service of the City shall be made on the basis of knowledge, ability, and skill, with the City being the sole judge of such qualifications.
   F.   Every effort shall be made to stimulate high morale by fair administration of and consideration of the rights and interests of employees, consistent with the best interests of the City.
   G.   Continuity of employment covered by this chapter shall be subject to good behavior, satisfactory performance of work, necessity of the work, and availability of funds.
   H.   Conflicts with paid leave for All Workers Act: No additional obligations with regard to paid leave, including, without limitation, any additional obligations adopted by the State of Illinois under the Paid Leave for All Workers Act 820 ILCS 192/1 et seq., shall apply to employees of the City of Carbondale, Illinois, and the City opts out of such regulations or requirements.
