1-4-2: PERSONNEL POLICY COVERAGE:
All offices and positions of the City shall be and are hereby allocated to the competitive service and the exempt service.
   A.   Exempt Service: The exempt service shall include all elected officials and all noncompensated members of citizen boards and commissions, the City Manager, the Secretary to the City Manager, Assistant to the City Manager, department and division heads, temporary employees, and all other personnel who may be appointed to serve without compensation.
   B.   Competitive Service: The competitive service shall include all other regular positions in the City service which are not specifically placed in the exempt service by this chapter. Personnel policies and rules shall apply to employees of the competitive service where specified. (Ord. 1436 § 2)
