All electric light, telegraph and telephone poles now in any street of the city, or which shall hereafter be placed on any alley or street, shall be located and placed within the curb lines on the sidewalk side thereof, which are now or may hereafter be established; and poles shall be placed as near as may be in a line in such streets.
