All licenses for bill or sign boards shall expire on July 1 of each year; and in case any license be issued at any other time during the year, the applicant shall pay pro rata the license fee for the time intervening between then and July 1 next following. (R.O. 1959, Ch. 10, Art. 2, Sec. 9)
