3-5-3: CONSTRUCTION, HEIGHT, LOCATION:
No person shall erect, construct or cause to be erected or constructed any bill or sign board, or shall use, rent or lease any such board for the purpose of advertising thereon, within the city, upon any vacant or partially vacant lot or upon any building (other than those painted or constructed upon the wall of an building), where such bill or sign board shall be located within fifty feet (50') of any public street or alley, of height greater than fourteen feet (14') above the level of the adjacent street or alley, and the base of such bill or sign board shall be in all cases at least three feet (3') above the level of the adjacent street or alley, and shall not be closer to the sidewalk line than four feet (4'); and there shall be at least three feet (3') open space at each end of said bill or sign boards; nor shall any such bill or sign board be erected, maintained or used upon the top of any building. No triple deck boards shall be erected, maintained or used in the city. All such bill or sign boards shall be constructed in a safe and substantial manner, with sound supports and braces and of good material, so as not to be dangerous to any person or property, as follows: Where boards are placed on open lots, the posts shall be four by six (4 x 6) posts set three feet (3') in the ground, and spaced not more than eight feet (8') apart. Each post shall be braced to six by eight (6 x 8) anchor set four feet (4') in the ground. Three (3) stringers of two by fours (2 x 4) shall be nailed to four by six (4 x 6) posts; 26-gauge steel facing shall be attached to stringers, two by six (2 x 6) capping shall be placed at top, bottom and sides of each board. Each panel of board shall be molded at top, bottom and sides. The woodwork of boards shall be painted, and owner's name placed at top or bottom of each structure. Boards attached to walls shall be securely fastened by two by four (2 x 4) stringers anchored to the wall. Sign boards with painted display adds may be ornamented and columned by owner or lessee thereof. (R.O. 1959, Ch. 10, Art. 2, Sec. 4)
