3-5-1: LICENSE REQUIRED:
   (A)   License Required: No person shall carry on the business of billposting within the city without first having obtained a license, as hereinafter required. (R.O. 1959, Ch. 10, Art. 1, Sec. 1)
   (B)   Application: Any person desiring to carry on the business of billposting or of a billposter, shall file with the clerk an application in writing, containing the name and residence of the person, or if a corporation, the name and residence of its principal officers, and the location of the place of business, for which such license is desired. (R.O. 1959, Ch. 10, Art. 1, Sec. 2)
   (C)   Fee: Upon the payment of the city treasurer of a license fee of twenty five dollars ($25.00) for one year, any such applicant shall be entitled to a license to carry on such business as aforesaid, subject to the provisions of this code relative thereto. (R.O. 1959, Ch. 10, Art. 1, Sec. 3)
   (D)   Change Of Location: If after issuance and delivery of a license under the provisions of this section any change be made in the place of business covered thereby, no business shall be carried on, in or from such new location under such license, until a notice of such change shall have been given in writing by such licensee to the clerk.    (E)   Penalty: Any person violating any of the provisions of this section shall, upon conviction, be fined not less than ten dollars ($10.00) nor more than five hundred dollars ($500.00). (R.O. 1959, Ch. 10, Art. 1, Sec. 5)
