1125.02 ADMINISTRATION AND ENFORCEMENT.
   The administration and enforcement of the Zoning Ordinance is hereby vested in the following offices, boards or commissions:
   (a)    Manager;
   (b)    Zoning Inspector;
   (c)    Council;
   (d)    Planning Commission;
   (e)    Design Review/Historical Preservation Area Review Committee.
