§ 151.31 ESTABLISHMENT OF DEVELOPMENT PERMIT.
   (A)   A permit shall be obtained before any construction or other begins within any established in § 151.06. Application for a permit shall be made on forms furnished by the prior to any activities and may include but not be limited to the following: plans in duplicate drawn to scale showing the nature, location, dimensions, and elevations of the area in question; existing or proposed , fill, storage of materials, drainage facilities; and the location of the foregoing. Endorsement of is required before a state construction permit can be processed.
   (B)   Specifically, the following information is required:
      (1)   Application stage.
         (a)   Proposed elevation in relation to of the proposed (including ) of all in and elevation of ; or
         (b)   Proposed elevation in relation to to which any   will be -proofed;
         (c)   All appropriate certifications from a registered professional engineer or architect that the   -proofed will meet the -proofing criteria in § 151.46(B) and § 151.48(B).
         (d)   Description of the extent to which any will be altered or relocated as a result of proposed .
      (2)   Construction stage.
         (a)   Upon placement of the , and before construction continues, or proofing by whatever construction means, it shall be the duty of the permit holder to submit to the and to the state a certification of the elevation of the or -proofed elevation, as built, in relation to . In , Al—30, and where the has adopted a regulatory , said certification shall be prepared by or under the direct supervision of a registered land surveyor or professional engineer and certified by same.
         (b)   When proofing is utilized for a particular , said certification shall be prepared by or under the direct supervision of a certified professional engineer or architect. Any continued work undertaken prior to the submission of the certification shall be at the permit holder’s risk. The shall review the and proofing elevation survey data submitted. Deficiencies detected by such review shall be corrected by the permit holder immediately and prior to further progressive work being permitted to proceed. Failure to submit the survey or failure to make said corrections required hereby shall be cause to issue a stop-work order for the project.
