The basic considerations that shall govern the location and design of approaches or curb cuts channeling motor vehicular traffic into and out of service stations, public property or right of way, shall be to facilitate:
(A) The safe movement of pedestrian traffic.
(B) The safe and expeditious movement of motor vehicles on the streets or highways affected by the service station.
(C) The access to the service offered by the retail petroleum industry to the traveling public.
