The applicant is responsible for the preparation of a detailed plan to accompany the permit application. The plan submitted becomes a part of the permit record and shall contain information sufficient to accomplish the following:
(A) To permit all reviewing authorities to make an intelligent and conclusive review of the application.
(B) To enable the contractor to construct the proposed facility in accordance with the terms of the permit.
(C) To enable the individual responsible for inspection to insure that the facility is constructed in accordance with the terms of the permit.
(D) To serve as a record of the construction authorized by the City Engineer.
