Upon a certification in writing by the Building Inspector to the City Law Director that a particular installation constitutes a substantial risk to the safety or residents of the city, the Law Director may seek injunctive relief in a court of competent jurisdiction in order to seek a temporary or permanent abatement of the hazard or nuisance.
