(A) Any person desiring to engage in the practice of fortune telling shall first apply to the Mayor in writing giving particulars as to the following.
(1) The location, including space, number of rooms to be used, and applicable zoning regulations. The location shall not be within an area zoned exclusively residential.
(2) Whether the practice is to be conducted apart from or in connection with any other calling, profession, or business.
(3) The previous business or professional locations of the applicant for the preceding five years.
(4) The length of time which the applicant has engaged in fortune telling.
(5) Disclosure of training and experience the applicant has in the field of fortune telling.
(6) Whether the applicant is a citizen of the United States.
(7) Whether the applicant has ever been convicted of violating any law or ordinance regulating the practice of fortune telling.
(8) Whether the applicant has been convicted of any felony.
(B) Upon receipt of the application and license fee, the Mayor shall issue the license, unless the licensee has violated § 117.04(A), (B), or (C).
