(A) Articles purchased or exchanged, shall be retained by the purchaser thereof for at least 48 hours before disposing of them in an accessible place, in the confines where such articles are purchased or received. However, this section shall not apply to purchases by a processor when buying directly from junk yards or legitimate business concerns producing such articles in the course of its business.
(B) After the passage of the 48 hour holding period, the secondhand dealer shall record all sales of property sold. The buyer's name and address shall be recorded by the secondhand dealer in his record book. This shall apply to all sales of $50 or more.
