(A) All secondhand dealers shall keep a separate book in which shall be written, in the English language, the following specified items.
(1) A complete description including serial number where available of any article listed in subsection (B) hereof, which has been purchased or received by such dealer, and after the 48 hour holding period, the name and address of the buyer or buyers upon proof of identification.
(2) The positive identification including name, address, social security number and/or driver's license number of the seller; and
(3) The dates and time when such purchases, sales or exchanges were made, not to include purchases from yard sales, auctions, flea markets and other dealers.
(B) This section shall apply in those instances where the article purchased or received by the dealer is any secondhand, old metal, canvas, collectibles, antique household furniture or antique furnishings, household appliances, office equipment, coins, jewelry, weapons, guns, bicycles, musical instruments, VCR's and any electronic equipment. And this section shall apply to all items sold for $50 or more.
(C) Every entry shall be numbered consecutively, commencing with the number one. No entry shall be erased or obliterated.
(D) All books or records which are required to be maintained as a result of this section, shall be open to inspection by any of the following persons:
(1) The Chief of Police; or
(2) A police officer or any agent duly authorized by the Chief of Police.
(E) The records shall be kept at least two years from the dates of purchase of any item.
(F) Upon demand by any of the previously specified persons, the secondhand dealer shall also produce and show the article or articles thus listed and described which are in his possession.
(G) No dealer without a parent's consent, shall purchase or exchange any article from any person under 18 years of age.
